Sunlight Foundation launches "Read the Bill"

Hey, maybe elected officials should read what they're voting on before they vote; maybe we all should.

It's time that Congress gives itself a little time reading big pieces of legislation before passing it. Some items are urgent, but that's the exception.

All non-emergency legislation should be online, maybe in Wiki form, before a vote.
