Interesting... I live this on a daily basis from three different perspectives. I'm on my town's council, I run a website that deals with government and the public at the same time and I have a small IT company. On council, we take public comment and input, but for the most part, it's the same people yelling at us with no offer of potential solutions. On my gov website, we get great feedback from both gov and public we can and do use to further develop the site. With my IT company, I rely on feedback from staff and clients, BUT I'm the one calling the shots. I prefer the full participation model, but I think the key is how you organize the participation.
